ANAFIJ Announcement

With the recent approval of the Statute by the Ministry of Agriculture and Forestry (communication of 22 November 2019) and the registration in the Register of legal persons by the Prefecture of Cremona on 9 December 2019, it has finally concluded the long process of the statutory changes started by the Association and ended with the latest changes made on 17 June 2019. Our Association has thus fully complied with the provisions of Legislative Decree n.52/2018, European Regulation n.1012/2016 as well as the PSRN Call - sub-measure 10.2.

The last planned step is the renewal of the organs of the Association through the direct vote of the breeders members which will take place through the election of the delegates in the separate territorial Assemblies and in the General Assembly of the Association. In particular, the Statute of ANAFIJ is aligned with current regulations and the Association is included in the public list of associations recognized as "Selecting Bodies that have genealogical books for purebred breeding animals".

After evaluating the latest draft of the ANAFIJ Statute, drawn up on 17 June 2019, repertoire 15.985 Collection 11.149, the Mipaaf expressed a positive opinion regarding the fulfillment of the requirements for access to the funding referred to in art. 6 paragraphs 1 (requirements) and 2 (prior opinion) of Legislative Decree 52/2018;

  • Art 6, paragraph 1, lett. a) - “to be first-degree non-profit associations”;

  • Art 6, paragraph 1, lett. b) - "to be aggregated in the sub-funds";

  • Art 6, paragraph 1, lett. c) - "not to have legal representatives and board members in the organizations to which data collection is delegated";

  • Art 6, paragraph 1, lett. d) - "implement the specialization of the activities and will third parties on the data by delegating the data collection on the farm".

The meeting held at the Mipaaf on 18 October 2019 with the ANA also certainly helped to clarify the last aspects that definitively sanctioned the approval of the Statute itself. Thus ends a long journey with the Association which, based on the new Statute, carries out its activities directly to the Breeders Members registered in the Herd Books of the Friesian and Italian Jersey breed without the intermediation of the regional / provincial organizations. The possibility of defining agreements with the old members (ARA / APA) is open in order to avoid any inconvenience to the breeder who for decades has had his own territorial organization as reference point (APA / ARA). The fulfilments assumed and mentioned above only concerned the administrative profile of the Association while from a technical point of view the work continued unceasingly, above all to achieve the objectives set by the LATTeco project in addition to routine activities.

The Association, in expressing satisfaction for the statutory approval, is ready to develop new projects within the PSRN that we hope will be released soon.
